REFUNDABLE CREDITS FOR COLOMBIAN ARTISTS "CAROLINA ORAMAS"


ICETEX has a budget of $300'000.000 Colombian pesos for the present year, that will let to grant financial aid to 25 or 30 Colombian students to pursue or finish fine arts studies abroad. These studies shall be longer than six months.

These credits can be applied to carry out formal and non-formal studies to improve the profile of each artist, through specialities or professional development courses, in the different modalities of fine arts at prestigious international institutions, to finance fully or partly the expenses during the studies, through a single disbursement.

Objective: Grant educational refundable credits, in species or by rendering of services, to outstanding artists who have pursued artistic formal or non-formal studies and return to Colombia to reward obtained knowledge in cultural benefit.

HISTORIC REVIEW

Initially, this program was named as "Scholarships for Outstanding Artists in the Field of Fine Arts". It began in the 70's decade as a program of great institutional background, included in Decree 3155 of 1968.

Through Agreement 053 of 1991, in memoriam of Carolina Oramas, who worked at ICETEX, it was named "Assistance Through Refundable Credits in species or by rendering of services - Carolina Oramas".
And Agreement 032 of November 24, 1995, that establishes the ICETEX Services Statute, resolves that budgetary management of this program will be developed through budgetary item: "Assistance Through Educational Credits Carolina Oramas" in the modality of refundable credits by rendering of services.

Application Fields: These credits will be granted in the following fine arts disciplines:

1. Visual Arts: Drawing, Painting, Sculpture, Photography, Mural Installation, New Media, Perfomance, Graphic Arts, Guardianship, Museography, Works of Art Restoration and Conservation, History of Art.

2. Applied Arts: Jewelry, Pottery, Basket-making and Knitting.

3. Scenic Arts: Dance, Theatre, Lyric Genre, Oral Store, Pantomime, Theatre, Puppetry, Street Theatre, Ballet, Scenic Direction, Actors Direction, Theatre Technologies, Make-up, Dressing, Scenery, Lighting, Performance, Diction, Movement, Visits to Montage of Works for Theatre Directors.

4. Music: Instruments execution, Choirs Direction, Bands Direction, Orchestra Direction, Musical Composition, Singing, Chamber Music, Music History, Musicology, Musical Research, Musical Pedagogic and Musical Theory.

5. Cinematography: Cinematographic Direction, Photography Direction, Cinematrographic Scenery, Camera Direction, Production Direction, Sonorous Bands, Film Libraries Organization, Cartoon, Animation, Sound, Mixing, Lighting, Sonorous Bands Design, Cinematographic Appraisal Programs, Movie Patrimony Conservation and Restoration.


Requirements: To request a refundable credit, the artists must fulfill the established requirements that are published annually in the website and offices, that are summarized as follows:

Amount: The sum to be granted is from $6.000.000 to $10.000.000 Colombian pesos.

Studies Period: The artist can apply to carry out studies from 4 to 12 months. ICETEX can authorize an extension.

Country of Study: The artist can register in any prestigious academic institution abroad.
Condonation: General requirements:
a) Return to Colombia when the studies period for which the loan was granted finishes.
b) Submit the certificate of attendance and studies approval.
c) The maximum deadline for reimbursement is thirty (30) days as of culmination of the period for which the loan was granted.
d) The reimbursement must be presented in the city in which the loan was granted.
e) For reimbursement postponement, the artist must submit a request thirty (30) days before of finishing the studies period for which the loan was granted.

Additionally, the artist must fulfill the specific requirements established for each fine arts field.
