Concerning the agreement signed between the OAS General Secretariat and ICETEX on June, 1999, this institute performs the functions of the former OAS Representative Office in Colombia, administering scholarships offered by OAS, managing financial resources involved and receiving the educational loans fees of Rowe Fund.

This Fund is a loan program sponsored by OAS for Colombian citizens who pursue undergraduate or graduate studies at different Universities of the United States.
